At the centre of this conflict is the traditional hunting territory of the Innu. This is the Ste. Marguerite River, which is a primary canoe route into the interior of their hunting lands, and which was once a source of salmon.

Hydro Quebec constructed the SM-2 dam on the Ste. Marguerite River, and is presently constructing another (larger) dam called SM-3, further upstream. It is the construction of the SM-3 dam to which the Innu are opposed. It is a powerful symbol of the destruction of their traditional way of life.
